The UK is leaving the EU on the terms of the Withdrawal Agreement (in full the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community).
This is the treaty through which the terms of withdrawal have been agreed. It has legal force and it is this agreement that is referred to as the “deal Brexit”.
Under the terms of the Withdrawal Agreement
- UK based institutions and researchers continue to be eligible to apply to all remaining calls in the Horizon 2020 work programme. Proposal evaluation will not be affected by Brexit.
- The EU will continue to fund UK participation in ongoing Horizon 2020 (and FP7) projects for the full duration of these projects regardless of project start and end dates. This includes projects currently in the grant preparation phase where grant agreements have not yet been signed.
- The EU will fund UK participation in new H2020 projects for the full duration of these projects regardless of project start and end dates.
All of the above applies to collaborative project participation and to ERC grants and MSCA Individual Fellowships.
No deal UK contingency arrangements are now, of course, redundant. This includes registration of projects in the UKRI portal.
In short, for Horizon 2020 funding it is business as usual and researchers can be actively encouraged to participate in collaborative bids and to submit ERC and MSCA fellowship proposals.
The Horizon 2020 programme ends on 31 December 2020. It will be succeeded by a new seven-year research and innovation funding programme, Horizon Europe. Countries that are not EU Member States will be able to participate fully in Horizon Europe if they negotiate association to the programme. The University continues to lobby for UK association, while also closely monitoring general developments in the UK Government’s approach to funding for international research collaboration.
