Ethan Phillips

MSc(Oxon), BSPH(Hons)


DPhil Student

Ethan is a doctoral student on the DPhil in Primary Health Care supported by a Clarendon Scholarship at Jesus College. His research focuses on evaluating performance metrics and developing payment mechanisms for equity-aligned value-based care in the NHS, with real-world implementation in care commissioning through partnerships with ICBs in England. He is particularly interested in expanding access to high-quality primary care for disadvantaged and marginalised communities. In the department, Ethan works on projects through the Health Economics & Policy Evaluation group and the Global Primary Care & Future Health Systems group. His DPhil is supervised by Apostolos Tsiachristas, Luke Allen, and Michael Kidd.

At Oxford, Ethan has previously worked on machine learning for healthcare optimisation at the Data-Driven Decisions Lab (Saïd Business School) and assisted with health economic studies through NDPCHS. He has also consulted public and non-profit organisations in the health sector, including for an evaluation of the Health Foundation's Q programme for NHS quality improvement. Before coming to the UK, Ethan conducted public health and health policy research at the University of North Carolina's Center for Health Equity Research and worked in consultancy at McKinsey & Company in the Social Sector, Healthcare, and Public Entity practice. 

Ethan holds an MSc in Modelling for Global Health from Oxford, an MSc in Comparative Social Policy from Oxford, and a BSPH in Health Policy and Management with Highest Honours from the University of North Carolina at Chapel Hill.
