Economic Evaluation of the Basic Income Pilot
The Welsh Programme for Government 2021-2026 includes a commitment to ‘pilot an approach to Basic Income’ as part of the approach to ‘celebrate diversity and move to eliminate inequality in all its forms’. A written announcement by the Minister for Social Justice in February 2022 and June 2022 provided more detail, stating that it would be a basic income for care leavers in Wales pilot. That is all young people leaving care who turn 18 within a 12-month period would be eligible to participate and receive the income. As part of a mixed methods programme of research, we are conducting an economics evaluation that aims to identify, measure and value the costs and outcomes of Welsh Basic Income Pilot programme, and to synthesise the evidence to inform a social cost-benefit analysis at 24 months post-intervention.
